关于2022-2023学年中国政府奖学金年度评审工作的通知
Notice Regarding the Chinese Government Scholarship Annual Review of Academic Year (2022/2023)
各学院和中国政府奖学金来华留学生：
Dear Professional Colleges and Chinese Government Scholarship Students:
根据国家留学基金管理委员会（下简称“留基委”）函件（留金来管〔2022〕15号及留金来管〔2022〕20号）要求，我校将展开本年度中国政府奖学金生的评审工作，同时依据相关规定，受理博士研究生的延长奖学金资助期限的申请，未参加此次评审及评审不合格者将被取消或中止奖学金资格。
According to the requirements of the China Scholarship Council for the annual evaluation method for the Chinese Government Scholarships, the annual review of Chinese Government Scholarship for the 2022/2023 academic year will begin and the application for the extension of the scholarship period for doctoral students will be accepted according to relevant regulations. Those who fail to participate in the evaluation or fail to pass the evaluation will have been suspended or canceled scholarship qualification.
一、参评学生范围
Ⅰ. Review objects
原则上2022年9月之后将继续享受中国政府奖学金的学生（名额性质为计划内），包括无法按原计划于2022年7月毕业拟申请延期（博士生延期、占计划延期）的学生，以及2021年奖学金评审不合格被中止奖学金资格拟申请恢复奖学金的学生，均须参评。因疫情等原因处于休学状态且联络不畅的学生可不参评。（注意：年度评审不是延期申请，奖学金延期需另外申请）。
In principle,students who will continue to be funded by Chinese Government Scholarships after September 2022(the quota within the plan),including those who cannot graduate in July 2022 as originally planned and apply for the extension (PhD extension, extension within the plan), and students who have been reviewed as unqualified in the 2021 / 2022 academic year CSC review ,have been suspended scholarship qualification and are planning to apply for the resumption of scholarship.Students who suspended study from school due to the epidemic and other reasons and have poor contact may not participate. (Note: The annual review is not the application of the extension of the scholarship period, and the extension requires additional application.)
二、具体评审流程
II. Review process
中国政府奖学金生年度评审今年申报工作须通过中国政府奖学金来华留学管理信息系统(studyinchina.csc.edu.cn)进行；基本流程为“学校确定参评学生名单→学生自评→导师/联系人打分→学校填写意见”，并需按要求上传相关支撑材料。
The Annual Review of this year should be conducted through the Chinese Government Scholarship Information System for Study in China (studyinchina.csc.edu.cn).The basic process is university confirming scope of students to participate→student self-assessment→the college tutor/ student counselor evaluating→university filling in the opinions, and relevant supporting materials should be uploaded as required.
（一）学生自评（2022年4月27日-5月4日）
(1) Student self-assessment（April 27-May 4,2022）
参评学生通过CSC号登录信息系统studyinchina.csc.edu.cn，进入“奖学金年度自评”，首先填写“中国政府奖学金院校评估问卷”，完成自评信息和上传附加材料后，点击“提交”，操作详情见附件1。
Students should log in to studyinchina.csc.edu.cn with CSC ID number and fill out the Chinese Government Scholarship Evaluation Questionnaire. After completing the self-assessment information and uploading additional materials, click Submit.Please refer to Appendix 1 for operation details.
学生应对自己在本学年的遵规守纪、学习情况、参加活动情况简要总结。中文授课学生请用中文填写，英文授课学生可用英文填写。
You shall give a brief review of the study and behavior during this academic year from three perspectives (Observe rules and regulations, Academic performance, Participation in activities).For Chinese-taught students, please fill the form in Chinese；for English-taught students, may in English.
（二）导师/联系人打分（2022年5月5日-5月11日）
（2）The college tutor/student counselor evaluating(May 5-May 11.2022)
学生完成自评提交后学校页面状态变为待考评人打分，学校导师/联系人邮箱将收到邮件，包含登录链接、临时用户名和密码，导师/联系人登录系统后需修改正式密码，进入“奖学金学生考评”页面，为学生打分和填写考评人意见后，点击“提交”，操作详情见附件2。
After the student completes the self-assessment submission, the school page status will be changed to be graded by the assessor, and the school tutor/counselor will receive an email with the login link, temporary user name and password.Tutors/counselors need to change their official passwords after logging in to the system, enter the“Scholarship Student Evaluation”page, rate the students and fill in the reviewer’s comments, and then click“Submit”.Please refer to Appendix 2 for operation details.
评审方式分为定性评价和定量打分，评审内容包含道德品行、学习成绩、学习/科研态度、活动表现。评分项总分为100分，60分及以上者为合格。
The evaluation includes qualitative evaluation and quantitative evaluation.The assessment includes moral conduct, academic performance, learning/scientific attitude, and participation in activities.The total score is 100 points, with 60 points or more passing.
（三）学校终审及上报评审结果（2022年5月12日-5月20日）
(3)Final Evaluation from the University and Submission of Review Results(May 12-May 20.2022)
学生自评、导师/联系人打分完成以后，学校对参加评审的国际学生进行终审，并依据学生的有关材料和学院评审意见达成学校评审决定并撰写上传年度评审报告，待国家留学基金委批复，学校收到批复后将以书面形式告知被评审人。
After the student self-assessment and the tutor/counselor score are completed, the school will make a final review of the international students participating in the assessment, then reaching a final assessment decision, writing and uploading a report based on the students’relevant materials and the college’s assessment opinions of them. After receiving the review result approval from China Scholarship Council, the university will inform the international students who submitted the review in written form.
三、评审标准
III. Evaluation Standard
（一）奖学金年度评审定性评价
1) Qualitative Evaluation of Scholarship Annual Review
针对学生道德品行、学习成绩、学习/科研态度、活动表现，进行描述。
The college will describe students' moral conduct, academic performance, attitude towards learning/scientific research, and participation in activities.
1.学习定性评价包含学生学习成绩、学习/科研态度、学术成果等内容。本科生、研究生第二学期以后由培养学院负责，本科生由辅导员填写，研究生由导师填写。语言学习阶段、研究生第一学期由国际教育交流学院负责，由辅导员填写。
(1)The qualitative evaluation of learning includes content such as students' academic performance, learning/scientific research attitude, and academic achievements. For undergraduates and postgraduates, after the second semester, the professional college is responsible for their evaluation. The counselor evaluates undergraduates, and graduate students are assessed by the supervisor. The College of International Education Exchange is in charge of students in their language learning stage and the postgraduate students in the first semester. The counselor fills out the evaluation.
2.表现定性评价包含学生道德品行、身心健康及活动表现等内容，由国际学生辅导员、班主任填写。
(2)The qualitative performance evaluation includes the students' moral conduct, physical and mental health, participation in activities, etc., filled out by the counselor and headteacher of international students.
（二）奖学金年度评审定量评价
2) Quantitative Evaluation of Scholarship Annual Review
奖学金年度评审定量打分总分100分，道德品行占30%，学习成绩占30%，学习/科研态度占20%，活动表现占20%。
The total score for the annual evaluation of the scholarship is 100. Moral conduct accounts for 30%, academic performance accounts for 30%, learning/scientific attitude accounts for 20%, and participation in activities accounts for 20%.
1.道德品行（满分30分）
(1)Moral Conduct (full score of 30 points)
考察学生思想品质、世界观、人生观、价值观的综合表现，主要针对学生思想素养、道德素养、遵纪守法、集体观念方面的表现进行测评。由国际教育交流学院辅导员、班主任结合学生日常道德品行表现给出基础分数，培养学院、公寓部门可根据宿舍检查、参与各类活动等情况给予参考意见和加减分，最终得到此项测评分。
It examines the comprehensive performance of students' ideological quality, world outlook, view of life and values, and mainly evaluates the performance of students' ideological accomplishment, moral accomplishment, discipline and law-abiding, and collective concepts. The College of International Education Exchange counselor and headteacher will give basic scores based on the students' daily moral performance. The professional college and the apartment department can give reference opinions, add or subtract points according to the dormitory inspection and participation in various activities, and the final evaluation score will be gotten.
2.学习成绩（满分30分）
(2) Academic Performance (full score of 30 points)
考察学生学年课程成绩，以系统导出的结果为对照标准，得分以本人的加权课程成绩*0.3为结果。若当学年无学校统一课程考试，如科研期、毕业论文工作期，以参与科研活动的工作量和发表论文为准，各学院自行组织测评并按照满分30分给出对应分数。
The review will inspect the course grades of students' academic year, and take the results derived from the system as the control standard, and the scores are based on their own weighted course grade*0.3 as a result. If there is no unified curriculum examination in the academic year, such as scientific research and graduation thesis work periods. In that case, the workload of participating in scientific research activities and the published papers shall prevail, and each college will organize the evaluation by itself and give corresponding scores according to the full score of 30.
3.学习/科研态度（满分20分）
(3) Attitude to Study/Research (full score of 20 points)
考察学生出勤率、课堂表现、科研任务完成情况、与辅导员、导师交流学业情况。语言学习阶段由国际教育交流学院辅导员、班主任评定。本科学习阶段由培养学院辅导员评定。研究生第一学期由国际教育交流学院辅导员、班主任评定，第二学期以后由培养学院导师评定。
The review will inspect attendance rate, classroom performance, completion of scientific research tasks of students, and academic exchange status with counselors and supervisors. The language learning stage is assessed by the counselor and headteacher of the College of International Education Exchange. The counselor of professional college assesses the undergraduate study stage. The postgraduates who are in their first semester are evaluated by the supervisor and headteacher of the College of International Education Exchange. After the second semester, the evaluation is completed by the supervisor of the professional college.
4.活动表现（满分20分）
(4) Participation in Activities (full score of 20 points)
考察学生在社会工作、社会责任、对外交流和文体素养等方面的表现，每项占25%。社会工作（满分5分）包含担任学校、学院学生干部等经历；社会责任（满分5分）包含参加社会实践、志愿服务等经历；对外交流（满分5分）包含参加国内外各类活动、会议经历；文体素养（满分5分）包含参加校内外各类体育活动、文化艺术活动经历及在相关报刊杂志上发表的非学术类文章经历。本项打分工作由学生本人提供相关证明材料，国际教育交流学院辅导员、班主任进行审核与打分。加分证明材料有效期为评定当学期（具体材料有效日期由各学院统一规定）。
This section of the review will investigate students' performance in social work, social responsibility, foreign exchanges, and cultural and sports literacy, each accounting for 25%. Social work (full score of 5) includes experience as student cadres in schools and colleges; social responsibility (full score of 5) includes experience of participating in social practice and volunteer service; foreign exchange (full score of 5) includes participating in various activities and conferences at home and abroad; cultural and physical literacy (full score of 5) includes experience of participating in various sports activities, cultural and artistic activities inside and outside the school, and experience of non-academic articles published in relevant newspapers and magazines. Students themselves should provide relevant certification materials, and the supervisor and headteachers of the College of International Education Exchange will review and score.The validity of additional score certification materials shall be assessed in the same semester (The specific date of validity of materials shall be uniformly stipulated by each college).
四、关于2022/2023学年博士生申请延长奖学金资助期限的通知
Ⅳ.Notice Regarding the Application for the Extension of Scholarship for Doctoral Students in Academic Year (2022/2023)
（一）本科生和硕士研究生的奖学金资助期限原则上不予延长。博士研究生奖学金资助期限最多延长一年。
1) In principle, the scholarships for undergraduate and postgraduate students shall not be extended. The doctoral scholarship will be extended for a maximum of one year.
（二）申请延期的博士生应满足以下条件：
2) PhD students applying for the extension should meet the following conditions:
1.学习态度认真，表现良好；
1. Serious learning attitude and good performance;
2.未被派遣国列入2022/2023年度奖学金计划；
2. Not included in the 2020/2023 Scholarship Plan by the sending countries;
3.已通过奖学金年度评审、完成学校规定的开题报告并通过中期考核（学校未设置中期考核的，则应达到学校规定的培养要求）。
3. Have passed the annual scholarship evaluation, completed the proposal report required by the university, and passed the mid-term assessment (If the university does not set the mid-term assessment, the training requirements specified by the University should be met).
具体申请方式：
Application process:
申报工作通过中国政府奖学金来华留学管理信息系统(studyinchina.csc.edu.cn)进行，基本流程为“导师联系人信息导入→学生申请→导师填写审核意见→学校填写审核意见并报送”。
The application of this year should be conducted through the Chinese Government Scholarship Information System for Study in China (studyinchina.csc.edu.cn).The basic process is importing the contact information ofthe college tutor/ student counselor→student application→tutor filling in the review comments→the University filling in the review comments and submit them.
（1）学生申请（2022年5月5日-5月12日）
(1) Student application (May 5-May 12, 2022)
学生通过CSC号登录系统studyinchina.csc.edu.cn，进入“博士生延期申请”界面，点击“新增”按钮，填写相关申请信息后保存并提交，操作详情见附件3。
Students should log in to studyinchina.csc.edu.cn with CSC ID number , enter the interface of "Doctoral Extension Application" and click Add. After completing the relevant application information, save and submit it. Please refer to Appendix 3 for operation details.
（2）导师填写审核意见（2022年5月13日-5月20日）
(2) Supervisor's evaluation (May 13-May 20, 2022)
导师/联系人根据收到的邮件获得系统账户名和初始密码，登录系统studyinchina.csc.edu.cn，进入“博士生延期审核”页面，对学生提交的申请信息进行审核并给出意见，点击“保存并提交”（为便于后续填写，建议导师/联系人登陆系统后及时将系统自动提供的密码修改为个人密码），操作详情见附件4。
The school tutor/counselor will receive an email with the login link,system user name and initial password. They should log in the system studyinchina.csc.edu.cn, enter the page of "Doctoral Extension Review", review the application information submitted and give their opinions, and click Save and Submit(For the convenience of filling in later, it is recommended that the tutor/counselor change the password automatically provided by the system to the personal password in time after logging in to the system). Please refer to Appendix 4 for operation details.
（3）学校填写审核意见并报送（2022年5月21日-5月30日）
（3）Final Evaluation from the University and Submission of Review Results(May 21-May 30, 2022)
学校对参加申请的国际学生进行终审，审核学生延期申请并给出意见，待国家留学基金委批复，学校收到批复后将以书面形式告知被评审人。
The school will make a final review of the international students participating in the application, then reaching a final assessment decision. After receiving the review result approval from China Scholarship Council, the university will inform the international students who submitted the review in written form.

1.无正当理由不参加年度评审或未在截止时间提交的将被取消享受奖学金资格；
1.Those who fail to submit within the time limit will be considered as giving up the scholarship automatically.
2.年度评审结果最终以国家留学基金委公布的为准。
2.The final results of Chinese Government Scholarship annual review shall be subject to the results announced by China Scholarship Council.
